Good news: the U.S. State Department has informed embassies and consulates worldwide that they can resume scheduling student visa appointments, which had been paused in late May. Alongside this resumption, new guidelines have been introduced to strengthen the vetting process for student visa applicants. These guidelines require consular officers to conduct a comprehensive review of applicants' entire online presence, including their social media profiles and public records.
New Vetting Process
The newly implemented vetting procedures now involve a thorough examination of an applicant’s online footprint, including social media accounts, personal websites, and any other publicly available information. To comply with these guidelines, applicants are required to set their social media profiles to 'public.' Limited access or visibility could be perceived as an attempt to conceal information, potentially complicating the application process.
The goal of this enhanced vetting is to identify applicants who may pose a security risk to the US. Specifically, the guidelines focus on those who may have 'hostile attitudes' towards US citizens, culture, or government, as well as individuals with connections to terrorism, violence, or unlawful political activism. The vetting also includes searching public databases and online resources for potentially derogatory information. While the term 'hostile attitudes' remains somewhat vague, applicants should be mindful of any content that could be interpreted negatively.
The new guidelines apply to all student visa applicants, including those applying for F, M, or J visas (student and exchange visas). Embassies and consulates are instructed to implement these changes within five business days. While visa appointments are resuming, embassies are advised to manage their workloads carefully, considering the additional vetting requirements. Certain categories, such as J-1 physicians and F-1 students attending universities with fewer than 15% international students, will be given priority for expedited visa processing.
